We are looking for an investigator for the Welfare Administration in Örnsköldsvik!

With us, you will have a key role where you, together with managers and colleagues, lead the work of investigating the possibility of transitioning to a purchaser and provider organization, including the law on freedom of choice in home care.

Job Responsibilities

This position is a project employment where you will have overall responsibility for investigating and analyzing the conditions for transitioning to a purchaser and provider organization within home care, including a possible introduction of LOV.

The project involves mapping the current situation and describing what is required of the organization to adapt processes and working methods to a purchaser and provider organization. This means mapping the current and desired situation, interpreting laws and regulations, and assessing legal consequences for the area. The pre-study should also describe what efficiencies and quality gains can be achieved. The pre-study should be compiled into a report with decision support, impact analyses, and implementation plans. Upon implementation, agreements with external providers should be reviewed and formulated.

Qualifications

You have an academic degree in law or social sciences with a focus on public administration or another area that the employer deems sufficient.

Experience in investigative work within municipal or state operations and practical experience with the social services regulations (SoL) is meritorious. Your knowledge of social law, administrative law, and contract law is good, as well as your ability to process data, collect, and interpret statistics.

We see that you have experience in project management or work with strategic development in the welfare sector. Experience with LOV/LOU processes is an advantage.

As a person, you are analytical, structured, and legally secure in your assessments, have the ability to see the whole picture and long-term effects. You have good pedagogical skills to communicate in speech and writing and are accustomed to working both independently and in a team. You are attentive, flexible, have good collaboration skills, and work to achieve set goals.

Your documentation skills are good, as well as your ability to handle various operational systems. We place great emphasis on personal suitability.
